HS Codes for Frozen Fruit and Vegetables from Egypt

In short. Frozen fruit sits in heading 0811, frozen vegetables in heading 0710. The first six digits are the same in every country that uses the Harmonized System. Everything after that is set by your destination, and the final classification is made by you and your customs broker — this page is for orientation, not a binding ruling.
How the code is built
Take unsweetened frozen strawberries into the EU, CN 0811 10 90. It reads left to right as four decisions: 08 is the chapter for edible fruit and nuts; 0811 is fruit, frozen; 0811 10 is strawberries; 90 is the EU line for product without added sugar. Ship the same pallet to another market and the first six digits hold while the last two change.

What actually decides the code
Added sugar, for fruit. Heading 0811 splits first by sugar: above 13% by weight, with sugar below that, or without. Our fruit is frozen with nothing added, which puts it in the unsweetened lines.
Species, for beans. 0710 22 covers beans of Vigna and Phaseolus — green beans. Broad beans are Vicia faba, a different genus, so they fall to 0710 29, leguminous vegetables other than peas and those beans. This is the single most common misclassification in our range.
Mixtures. A blend goes to 0710 90 as a mixture, not to the code of whichever vegetable weighs most.
How far it is cooked. Headings 0710 and 0811 cover product that is raw or blanched by steaming or boiling. Anything cooked further, or prepared with other ingredients, leaves these headings for chapter 20.

Frequently asked questions
What is the HS code for frozen strawberries?
0811 10 at the international six-digit level. In the EU, unsweetened frozen strawberries normally fall under CN 0811 10 90; the sweetened lines are 0811 10 11 and 0811 10 19.
Do all frozen vegetables share one code?
No. Green beans are 0710 22, broad beans 0710 29, sweet corn 0710 40, and most of the rest — okra, molokhia, artichoke, carrots, onion, peppers, broccoli and cauliflower — fall under 0710 80, "other vegetables".
Why does my broker use a longer code than six digits?
The first six digits are the Harmonized System and are identical worldwide. Countries add two to four more digits of their own: the EU Combined Nomenclature uses eight, several markets use ten. Only the first six travel with the goods unchanged.
Which code applies to a mixture of vegetables?
A blend is classified as a mixture under 0710 90, not under the code of its largest component. That catches buyers out when a single-vegetable programme changes to a blend.
